A senior City of Cape Town manager appeared in the Mitchell's Plain Magistrate's Court this morning on rape charges.
Raphael Martin, 53, who is is the manager of sub-council 23 made a brief appearance amid protests from community activists who say they got a skrik when they saw he was accused of raping a 13-year-old Strandfontein girl.

The victim’s family told the Daily Voiceover the weekend that after three years of abuse the girl opened up to a close friend and told them he had allegedly raped her since she was 10-years-old.
Police confirmed Martin’s arrest and he was held at Strandfontein Police Station.
No press was allowed inside the courtroom and while various organizations waited in the hallway he was brought up before the Magistrate.
The matter was postponed to 29 June for a bail information hearing
